RE:     Support for Attendance at Training Conference

The AFL-CIO Working for America Institute, under a grant with the U.S. Department of Labor (USDOL), has been providing training and technical assistance to labor representatives who serve on State and local Workforce Investment Boards (WIBs).  This program includes a series of training conferences that have been designed to help labor representatives become more effective members of their workforce boards.

Optional - for those who attended the previous training sessions: I have participated in the Institute's training in the past and have found it to be very helpful in performing my role as a labor representative on the WIB.

In May, the Institute is holding two training sessions for WIB labor representatives.  As a part of their grant agreement with USDOL's Employment and Training Administration (ETA), the training will focus on issues now before the Congress as part of the reauthorization of the Workforce Investment Act (WIA).  While reauthorization is not yet completed, the training will include an outline of the prospective changes and the roles and responsibilities of the WIB labor representative in the implementation of these provisions.  The conferences are also being held in conjunction with two state labor federations — California and New York — that have active workforce development programs.  Workshops will focus on examples from these states and others of model practices in the area of workforce development in areas such as:  labor market information, self-sufficiency standards and services for low-wage workers, linkages to economic development, connecting apprenticeship to WIA, serving immigrant workers and rapid response/dislocated worker services.

I believe that I can benefit from participating in this conference and would like to request support for my attendance.  As I understand it, travel, lodging hotel, registration and per diem costs are all allowable expenses under the Workforce Investment Act.

A copy of an ETA notice on the conference and my registration form are attached.  I would appreciate your prompt approval of my request that the Board support my attendance at this conference, so as to qualify for the early bird registration and hotel discount rate.

I am requesting Board support for the following items:
