7. Youth Councils

As a subgroup within each Local Workforce Investment Board, there will be established a youth council to develop parts of the local plan pertaining to youth.

Youth council members are appointed by the local board (LWIB) in cooperation with the chief elected official for the local area.

The membership of each Youth Council will include:

  • Members of the local board with special interest or expertise in youth policy
  • Representatives of youth service agencies (e.g. juvenile justice and local law enforcement agencies)
  • Representatives of local public housing authorities
  • Parents of eligible youth seeking assistance
  • Individuals (e.g. former participants and representatives of organizations having experience relating to youth activities)
  • Representatives of the Job Corps, as appropriate
  • Others the chairperson of the local Board, in cooperation with the chief elected official, determines appropriate.

Labor’s Perspective:

Youth councils should have labor representation, including labor representatives from teachers’ unions and union apprenticeship programs.
