ABE Adult Basic Education; a program of the US Department of Education and general term for adult literacy and basic skills education
DOL US Department of Labor
ESL English as a Second Language; also known as ESOL (English for Speakers of Other Languages)
ETP Eligible Training Provider; certified providers are required to be on the ETP list to accept ITAs (see below)
H1-B

H1-B is a visa for technical workers; employer fees are used to pay for training grants to prepare American workers for selected careers

ITA Individual Training Account; the voucher-like mechanism used by adults to pay for training
LLSIL Lower Living Standard Income Level; poverty measure used in setting self sufficiency standards
MOU Memorandum of Understanding; document that spells out roles of partners in the One-Stop Center
NEG National Emergency Grant; the mechanism for DOL to get funds to states to deal with large-scale layoffs
TAA Trade Adjustment Assistance; program of assistance to trade impacted workers (Also NAFTA-TAA for NAFTA Transitional Adjustment Assistance)
TANF Temporary Assistance for Needy Families; program of public assistance under new welfare reform law
TRA Trade Readjustment Allowance; cash assistance in the TAA and NAFTA TAA programs
UI Unemployment Insurance
WARN Worker Advanced Retraining and Notification Act; procedure for the notification of workers and public officials of mass layoffs and plant closings
WIA Workforce Investment Act
WIB

Workforce Investment Board (LWIB refers to local boards, SWIB to the State Board)
