In its role as a national workforce intermediary, the AFL-CIO Working for America Institute advocates the formation of job-driven workforce intermediary organizations in which unions and employers share leadership responsibilities and workers have a voice in the design and delivery of work-based learning and training-related services. Many such workforce intermediary organizations exist across the country, as detailed in the publications in this section. Since the 1980s, the WAI has served as a catalyst for these organizations, encouraging and aiding new partnerships by providing networking and knowledge-sharing opportunities. The Institute has strived to be a trusted organizational resource for the partnerships and its constitution as an active, innovative learning network. As social science and policy research has shown, the workforce intermediary partnership model of services has made a substantial contribution to the capacity of workers to adjust to the demands of the contemporary workplace.
